huh, this is the first time I am seeing this. usually when drawing up the parts they do it in layers originally, ready to be animated. Considering everyone has their own style and method, and how each joint needs to be shaped in a way that they "go into each other" so to speak, it is best that the artist do it. He has his own color palette and shading style to use after all. It is not just simply making sharp lines and cutting into pieces really.
I might be wrong but just cutting the art you provided, requires heavy edits and drawing. For example it is not the matter of just cutting the head, the body under the head needs to be drawn from scratch to fill the hole and the head needs to be extended. Same goes for the rest of the joints. If you can find someone who can do all this and animate, go for it. I doubt anyone is willing to do this for free. someone might though, I don`t know.
