The envelope button at the top of the Spine window opens the welcome screen where you can access the examples:

I do understand your other concerns about the examples. However, we want to include the newest example projects with the launcher
we are redoing them to have better animations that use the graph in Spine v4. If a user runs an older version of Spine with a newer launcher, the newer examples distributed with the launcher will not open at all. This is very bad because it would look like Spine is broken.
By downloading the examples we 1) make the installer 20MB smaller (important for people with bad internet connections, eg China), and 2) ensure that the examples can always be opened. There will be a short time (right now) where people run 3.8 and the examples are not there because we don't start downloading them until v4. In that case clicking an example in 3.8 takes you to the example page where the project can be downloaded. I'm afraid there is not really a better solution, but it won't be so bad over time, once people start using v4.
I think you have a stronger case for the scripts, since a user has to go out and find them. However, do users really look in a programs installation folder? I think most non-expert users probably don't. Even with scripts, it's good for users to know how to find the latest script so they can get newer versions as we make improvements.
