Root or Hip?

The Root bone should be at the base of the character, and the hip bone should be a child of the Root in the hip area of the character and the thighs and torso bones should be a child of the hip bone... Yeah?

You are correct, commonly, the root bone is left at the base of the feet, and the skeleton is generally parented to the hips, unless you have IK targets, which may be directly parented to the root to avoid following the hips.

Note you can use the root as the hip bone, but it means you can't have some bones that you don't want to follow the hip. For example, you may not want IK targets to move with the hip bone, as Erika mentioned. If you don't have that need though, having one less bone is nice.
