I'm trying to use On Begin Cursor Over event for SpineSkeletonRender, but for some reason it doesn't fire - I've tested it with just a basic cube and it works fine.
Anything specific I should know?

That is indeed curious, the component should react to that event (as that's also used in the editor to do highlighting). I've opened an issue here [ue4] Begin Cursor Over event not fired for SkeletonRenderer component · #1019
